The Board of Supervisors of Pennsbury Township held a regular meeting on Monday,
December 3, 2001. All members, Mr. Patten and Ms. Howley were present and the
minutes approved as submitted.
Pennsbury Municipal Park Plan - Ann Yost and Andy Mears of YSM Consultants were
present to submit and review the final plan for the park. A copy of the draft was sent to
Park Committee members and DCNR for their final comments. Revisions will be made
and the plan will be presented to the township for adoption.
Code Enforcement Officer Rusty Drumheller stated he had issued 2 zoning and
building permits during the month of November. Building renovations are being
completed. The apartment bathroom will be started sometime next week and the front
door has not been delivered. He stated the doors in the township building should hang
for one year before the manufacturer will consider replacement for defects.
Emergency Management Coordinator Reese Reynolds commented that he had
received a plan from Chester County Water Resources for dams bursting and they
would like us to sign it. He is continuing to follow up with Chris Ross on the Route 1
flood plan.
Township Manager Kathy Howley reported Dave Allen and the road crew will install
the inlets on Hillspring Road on Wednesday. Dave Patten will have the deed of
dedication ready for the road at the December 17th meeting.
The Supervisors suggested the new owner of the lot at the corner of Brintons Bridge
and Pocopson Road appear before them with a sketch of how he would like the lot
subdivided and where the driveway would be.
Mr. Patten reviewed the agreements and deed filed for the private lane alongside the
Dawson and Worth properties and stated the lane was put in and is maintained by the
back lot owners. Mrs. Dawson owns the right of way alongside her property. Matt
Houtmann will contact Hillcrest Assoc. and have the appropriate note placed on the
subdivision plan so that the township can sign it at the December 17th meeting.
Old/New Business
PennDot has approved a left turn signal for Ponds Edge Drive for westbound traffic.
Matt Houtman has been asked to make the necessary changes to the permit in order
for it to be approved by PennDot and installed. Ms. Howley will contact the Ponds
Edge Homeowners Assoc. about this change.

Margot Taylor wrote a letter to the Board advising them she has not heard from Orsati
regarding the exact placement of trees on lots in the Courts at Longwood. A copy of
the letter was faxed to Mr. Orsati. Mr. Patten will follow up with the escrow for the tree
replacement.
The township has sent a letter to all affected property owners regarding the start of
work on Route 926 & Parkersville Road. J.D. Eckman has been awarded the bid and
will start sometime around January 3, 2002. They will also be contacting all property
owners regarding their work schedule. Mr. & Mrs. Cutler were present inquiring about
the scope of work to be done by their property. They recently bought the Neighbour
property at the corner of 926 & Parkersville. Larry Anderson agreed to meet with them
on Saturday to go over the project with them.
Mr. Kasowski was present and asked the Board their opinion on his plan to build
another barn on his 125 acre farm and put 2 efficiency apartments in them. He knows
he will have to go to the zoning hearing board for approvals but would like to know if
the township would oppose this. He believes this would carry his family through
retirement and he would not have to sell the property. The Board advised him to bring
in a sketch of what he intends to do before they can give their opinion.
A bill list dated December 3rd numbering 3136-3177 was submitted and approved for
payment by the Board. The next township meeting will be December 17th at 7 p.m.
with the Forsyth conditional use hearing starting at 8 p.m. With no further business
the meeting adjourned at 9:30 p.m.
