Board of Supervisors held a regular meeting on Monday, December 17, 2001. All
members, Mr. Patten and Ms. Howley were present and the minutes approved as
submitted.
Road master Dave Allen reported that he had completed a traffic study for the
intersection of Stockford and Fairville Roads. This is a dangerous intersection and
should have a stop sign. He will submit the information to Dave Patten to draft an
ordinance for erection of the stop sign. Hillspring Road culvert has been put in and
the Board signed the quit claim deed for the road. Dave will look further into
information from PSATS regarding the cleaning of drainage ditches along state roads
now being the responsibility of townships and not PennDot.
Rusty Drumheller reported an increase in building permits this month. Matt Houtman,
Township Engineer, did inspect Courts at Longwood, Harrison lot, and everything
seems to be in order. There was a question on the street trees on his lot but they do
conform to what is on the approved plan. Mr. Patten reported he wrote the real estate
group holding the escrow on tree replacement and asked for a release of monies to the
township. This will amount to approximately $7500. Mr. & Mrs. Chen of 605 Willow
Glen did some earth moving and should have gotten a permit. The work was
completed by the time Rusty issued a work stop order. Rusty did talk to the Chen's and
advised them about stabilizing the ground where the work was done.
Orenshaw - Mr. Batelli was present representing Mr. Orenshaw and Ms. Kates. Mr.
Orenshaw was issued a stop work order last week since he deposited fill on a portion
of a lot owned by Ms. Kates which was outside the disturbance area approved for the
building. Mr. Orenshaw is Ms. Kates's fiancé and is the general contractor for the
house. Mr. Drumheller would not issued the CO until the land disturbance issue was
resolved. Ms. Kates would like to move into the house. It was agreed that Mr.
Orenshaw must move the dirt towards the house into the area approved for disturbance
within 45 days. Ms. Kates posted a cash escrow of $3000 which the township will
deposit and hold until the work is completed. Upon satisfactory completion of this work,
the township will return to Ms. Kates the $3000. If the work is not complete within the
45 days, the township will use the escrow to complete it. Mr. Drumheller was advised
by the Board that he can issue a CO for Ms. Kates who is the owner of the property.
PennDot has approved a left turn signal for Ponds Edge Drive (westbound) and will
revise the existing permit for approval by the township.
Jeff Blanton has purchased the 7 acre lot at the corner of Brintons Bridge and Pocopson Roads. He would like to subdivide it into 2 lots and have a shared driveway

off of Pocopson road instead of Brintons Bridge Road. There is a restriction on the
property for an entrance off of Brintons Bridge Road only. Mr. Blanton showed the
Board a sketch and why it would be better for the entrance on Pocopson. The Board
agreed and advised him to work with Mr. Patten to get the restriction changed.
A Zoning Hearing Board requested has been submitted by the school district for the
Chadds Ford Elementary School renovations and addition. This is scheduled for
January 22nd and the Board advised Mr. Patten that the township would like a
stipulation stating the use stays instructional and not predominately administrative.
Changes were made to the Dawson 2 lot subdivision as per Mr. Houtman's letter. With
no further discussion the Board approved and signed the plans. They must be
recorded within 90 days.
Mr. Becker asked for a 6 month extension for the preliminary approval of his plans for
Penns Village. This was granted by the board.
The 2002 proposed budget has been duly advertised for adoption. Ms. Howley state
the revenues are projected to be $649525 and expenditures of $681800. There will be
no tax increase. Mils stay at .04. With no further discussion the Board passed the
budget.
A bill list dated December 17th numbering 3178-3221, PLGIT #147 was submitted and
approved for payment by the Board.
At 8:10 the meeting adjourned and a conditional use hearing was held for Mr. & Mrs.
James Forsyth. The Board of Supervisors approved the conditional use request and
this meeting concluded at 8:40 p.m.
