The Board of Supervisors of Pennsbury Township held a regular meeting on Monday, April 1, 2002. All members were present and the minutes approved as submitted.

Manager Kathy Howley reported the following:

There will be a meeting with emergency management on April 4th at 7:30 a.m. in the township building.

Received the final copies of the Master Plan for the Pennsbury Park from YSM Consultants. We fill file for reimbursement from the state.

The township Open House is scheduled for April 28th. Invites to the community will go out next week. The large landowners meeting is scheduled for April 18th at 7 p.m. in the township building. Invites have been sent.

The Planning Commission members would like to be represented by counsel at the Steger-Gowie zoning hearing board if they cannot resolve some outstanding issues with their consultant. The Board approved this.

Dawson subdivision - the plan was approved December 2001 but never filed. The plan has been signed by the owner and resigned as of April 1, 2002 by the Board of Supervisors to be filed with the county and recorder of deeds. Mr. Patten is still working on the deed.

Roadmaster David Allen reported the crew is working on drainage and gutters on Shadow Lane and also doing some sealing of cracks to get ready for resurfacing this summer. The Co-op will meet April 10th to open bids for resurfacing. Road inspection is scheduled for April 20th at 8 a.m.

Code Enforcement Officer Rusty Drumheller reported he issued 3 building and 2 zoning permits during March. Sent out letters to real estate companies about our sign policy.

Jack McFadden - was present to discuss his recent violation notice regarding cars exiting onto Brintons Bridge Road from the restaurant. The supervisors have the option of requiring him to put up a gate to stop this according to the zoning hearing board decision. Mr. McFadden stated that only a very few customers do this and mostly late at night when traffic is not heavy on this road. They use it because it is a safer exit and he feels he shouldn't have to put a gate in. He only serves dinner at the restaurant. The Board will defer a decision on this until their May 6th meeting.

Ted Davis was served a citation on March 22nd and a hearing will be scheduled. A letter of violation for the maintenance code was sent to 95 Deerpath. Will give them 15 days to respond and then cite the owners. Will check the Letang property to see if there is land disturbance that needs a permit.

Courts at Longwood - Mr. Harrison reported the landscaper has planted 4 red oaks March 30th but there should have been 6 trees. Ms. Howley will contact Mr. Orsatti regarding the 2 trees.

Mr. Stott on Chandler Road has not submitted a landscaping restoration plan to Anne Walters as requested. Mr. Drumheller will proceed to issue a citation.

Engineer Matt Houtman reported the following:

Received revised preliminary plans for Penns Village which I will review.

Crosslands - the township received a copy of a letter dated February 26th to URS consultant from PennDot stating that a left turn land is required for this development. The final plans that were approved cannot be signed until this addition is made and the escrows reflect it. Ms. Howley will call Mr. Pickle at Crosslands and Mr. Houtman will contact URS to get this change made as soon as possible.

Chadds Ford Elem. School water - a letter was received from the school district stating that the figures from Chester Water Authority are still too high. The township will meet again with CWA to discuss this.

Reese Reynolds reported that he and Pat Barron and Jim Sears did attend the seminar on terrorism in Kennett on March 30th.

Larry Anderson reported that he, Bob Crandell, PennDot and Pennoni met with Mrs. Cutler last Monday to go over her concerns about her driveway onto Rt. 926. They agreed to study this and get back to her with some suggestions that might help alleviate the problems. The project should be completed this month and Ms. Howley will contact Anne Walters and ask her to meet with Larry Anderson to go over the landscaping for the project.

The Board will take no position at the Morrill zoning hearing board which is scheduled for April 17th.

A bill list dated April 1st numbering 3432-3461 State Fund #161 was submitted and approved for payment by the Board. With no further business the meeting adjourned at 9:00 p.m.
