The Board of Supervisors of Pennsbury Township held a regular meeting on Monday, July 15, 2002. All members were present and the minutes approved as corrected.

Manager Kathleen Howley reported the following:

Troy Brady requested an extension of the comment period for Penn's Village sewage. This was granted and he will submit his comments by the end of the week.

MaryAnna Ralph stated that the Historical Commission must create a HARB before we can apply for the PA Certified Local Govt. designation.

Asked Dave Patten to follow up on money owed to the township by Jay March and Tom Span.

Township received a zoning hearing board request from John Hanlon. He would like to erect an oversized detached garage to store his machinery and vehicles.

The inspections agency agreement will be signed by all parties on Thursday per Rusty Drumheller. At that time a signed copy will be given to the township for our files.

Township Engineer Matt Houtmann reported the following:

Still working on plans for the Knoll curbs. Will try to finish this week.

Progressing with the filing of permits for the Dawson Mill dam. Estimated dirt to be removed from the pond is 3500 cubic yards.

Crosslands - Conservation District said they are changing the sequence of construction and must resubmit revised plans before they can proceed with construction.

Duke property - the Board instructed Mr. Patten to advise her that we will give her right of way to her property, modify the plans to reflect this and clean up the bottom of Rt. 1 at Sunny Ridge Lane if she releases the township from the issue of owing her any money for her right of way. The mound of dirt she had deposited must be removed within 60 days or we will do it.

Courts at Longwood - have received no requested for a release of funds for trees.

Code Enforcement Officer Rusty Drumheller reported that the Chadds Ford Elem. School has started footings and he will be there this Thursday with the inspection agency.

Jack McFadden was present to ask the Board their opinion on a possible change of use for the Victorian House he owns at Rt. 1 and Brintons Bridge Road. He would like to put a day spa in which would be owned and operated by Kelly Clark. It would be a full service spa, hair, nails, skin and use the first and second floors. Hours of operation would be Tuesday thru Saturday. This would require a conditional use hearing before the supervisors. Bill Holloway stated the use meets the intent of the zoning but some details might not. Three issues are trips generated, approval of L&I and water usage. The Board advised them if they wish to proceed, file a request for a hearing with the township.

Old/New Business

The township received a copy of a letter from Chester Water Authority outline the details for supplying public water to the Chadds Ford Elementary School. The school district and township would be responsible for obtaining the right of way and the township would restore the paving along Fairville Road.

The Board instructed Mr. Patten to send a letter to S&S Development advising them there will be no extensions to the expiration of the developers agreement which expires October 2002. All items must be finished except for the road since construction continues in the Pocopson half of the development.

The township received the library's budget for 03. They will wait for our library rep. Don Altmaier to return from vacation before discussing it further.

A bill list dated July 15th numbering 3662-3721, state fund #163 was submitted and approved for payment by the Board. With no further business the meeting adjourned at 9:05 p.m.
