The Board of Supervisors of Pennsbury Township held a regular meeting on Monday, November 3, 2003. All members, Mr. Patten and Ms. Howley were present and the minutes approved as submitted.

Manager Kathleen Howley reported the following:

Berkheimer Assoc. Contract to collection the earning income tax starting 2004 and associated resolutions were signed by the Board.

The proposed 2004 budget will be posted on the township bulletin board by Friday, November 6, 2003 and advertised for adoption at the December 15th meeting.

The supervisors and roadmaster held the Fall road inspection on November 2, 2003. All were in attendance.

The Walls/Delconner 2 lot subdivision that was approved last meeting had the note added per Mr. Houtmann's comments. The plans were signed by the Board.

Bill Krapf representing Southeastern Chester County Soccer Assn asked the Board to consider letting their organization use the all purpose field that is to be built in the township park. The Board agreed they should put a proposal together as to how we can partner with them and when/how they propose to use the field. The park will be under construction next year and they could not have use until the following year.

Code Enforcement Russell Drumheller reported the following:

The landscaping plan has to be changed. The Board will look to Ann Walters and Matt Houtmann for their input and the applicant will have to get it recorded as an amendment to the plan.

Issued 7 zoning and building permits during October. Was in Pittsburgh last week taking a course on the upcoming change to the International Building Code. This will make the code uniform and our Planning Commission should review it before we adopt it.

Courts at Longwood - Kathy Howley reported that Matt will be meeting with the landscaper 11/5 to go over what needs to be completed. Hillhurst - Jack Becker is completing the landscaping. The lot line change needs to be approved and recorded before dedication. Matt will have to do a final inspection before dedication. Knoll drainage plan - still working on the bid spec for letting January. Mr. Zeller commented that he is getting water across his property because of an asphalt berm that broke up top on his neighbor's property. Dave Allen did go out to inspect this when it was raining and did not see this as the problem. Large amounts of rain and ground saturation is the problem.

The Board of Supervisors announced the candidates for the Open Space Selection Committee as Paul Haldeman, temporary chairman, Michael Lane, Aaron MacIntyre, Lisa Doherty and Lance Oehler. This committee will have the task of identifying properties in the township which should be considered for preservation. Mr. Reynolds stated that it is imperative that there be no conflict or perception of conflict of interest with this group. The Board moved to accept the slate of candidates and this was approved. Their first report will be sent to the supervisors in February, 2004.

Jim Sears, Emergency Management, reported that the township should not recommend a quick connect for fire hydrants. The Chester Water Authority will be notified.

Larry Anderson reported that the Planning Commission will start the update of the Comprehensive Plan on January 26, 2004 with the County Planning Commission. The second meeting of the month will be devoted to the update for the next two years. He also reported that he met with Pennoni Assoc and advised them to do a traffic study for the Dambro property with respect to the proposed entrance into the development on Rt. 926. They will also review the proposal from Pocopson Township.

The township supervisors and planning commission members met with consultants, Brown and Keener on October 28th to discuss their review of the town center plan. The planning commission will now meet with the applicants and Brown and Keener at the Nov. 10th meeting to go over these comments.

Dave Patten reported that Barbara Garrett, representing the estate of a property owner on Wedgewood Drive, contacted him and wants to gift the township the vacant lot on this road. He also gave the Board copies of sample ordinance for heliports. The Planning Commission will also review this and determine if this is something we should include in our ordinances. There will be a public meeting on the proposed town center on Tuesday November 18th at 7:30 p.m. in the township building. A letter will go out to all residents and it will be advertised in the paper. Ag Security Dist - comments were received from the County. The township will advertise acceptance of properties and notify the county.

A bill list dated November 3, 2003 numbering 4801-4827 was submitted and approved for payment by the board. With no further business the meeting adjourned at 9:30 p.m.
