The Building, Codes, and Zoning Department is responsible for ensuring the safe, orderly, and sustainable development of our community. We oversee building construction, property maintenance, and land use in accordance with local, state, and federal regulations.

Our team reviews and issues building permits, conducts inspections, enforces zoning ordinances, and ensures compliance with building and safety codes. We work closely with homeowners, contractors, and developers to guide projects from planning through completion—helping to protect property values and preserve the quality of life for all residents.

Permit Application Instructions

Purpose

These instructions guide applicants through the process of obtaining a permit from the Codes and Zoning Department for construction, renovation, land use, signage, or other regulated activities.

  1. Determine If a Permit Is Required

    Before beginning any work, verify whether your project requires a permit. Common projects requiring permits include:

    • New building construction, additions, interior and exterior alterations
    • Electrical, plumbing, or mechanical work
    • Decks, fences, or accessory structures
    • Changes in land use or occupancy
    • Sign installation or alteration
    • Demolition or structural modifications
    Tip: Contact the Codes and Zoning Office or review the local zoning ordinance to confirm requirements before applying.
  2. Gather Required Information and Documents

    Prepare all necessary documents prior to submission. Incomplete applications will cause delays. Typical requirements include:

    • Completed Permit Application Form (available online: www.pennsbury.pa.us or at the Township Building)
    • Property Information: address, tax parcel/UPI number, zoning district, current use
    • Project Description: scope of work and proposed use
    • Construction Plans/Drawings: drawn to scale, showing dimensions, layout, and materials
    • Site Plan: indicating property boundaries, setbacks, and existing structures or features
    • Contractor Information: name, HIC license number, and insurance (if applicable)
    • Estimated Project Cost
    • Owner’s Authorization (if applicant is not the property owner)
    • Supporting Documentation: e.g., Health Department approval for septic, floodplain compliance, Stormwater Report.
  3. Submit the Application

    Applications may be submitted:

    • In person: at the Codes and Zoning Department office
    • By email: codes@pennsbury.pa.us
    • By mail: 702 Baltimore Pike, Chadds Ford, PA 19317 — Attn: Codes Department

    Include all required documents and applicable fees. Payments are accepted by check.

  4. Application Review Process

    After submission, the department will:

    1. Verify completeness of the application.
    2. Review plans for compliance with building codes and zoning regulations.
    3. Request additional information if needed.
    4. Issue the permit once all requirements are satisfied and fees are paid.

    Review Time: 15 business days, depending on project scope and department workload.

  5. Permit Issuance

    When approved, you will receive:

    • Permit document indicating the project type, location, and approved work.
    • Inspection schedule and contact information.
  6. Inspections

    During construction, required inspections must be scheduled and completed at specific phases (e.g., foundation, framing, electrical, final).

    Warning: Failure to obtain inspections may result in fines or revocation of the permit.
  7. Final Approval

    After all inspections are passed:

    • A Certificate of Occupancy or Final Approval Notice will be issued.
    • Work is considered officially complete only after final approval.
